FG Disburses ₦32.9 Billion Under New BHCPF 2.0 Framework to Strengthen Primary Health Care.

The 12th Ministerial Oversight Committee (MOC) Meeting of the Basic Health Care Provision Fund (BHCPF), has been held in Abuja the nation's capital on Wednesday 22 October 2025.

The meeting was at the Lake Green Field Hotel, Kado, in the nation's capital, Abuja. In attendance was the Honourable Minister of Health and Social Welfare, Prof Mohammed Ali Pate, who is also the chairman of the MOC.

The BHCPF, established under the National Health Act (2014), is a flagship financing mechanism of the Government of Nigeria, that aims to ensure sustainable funding for primary health care and guarantee access to quality essential health services for all Nigerians, particularly the poor and vulnerable. 

The purpose of the meeting which is held quarterly, is majorly for members of the committee to review progress on previous MOC resolutions, receive updates from BHCPF gateways and other health programmes, and unveil the BHCPF 2.0 Revised Guideline as a key instrument for enhancing accountability and efficiency in health financing.

Key highlights of the MOC include:

* Unveiling of the BHCPF 2.0 Revised Guideline by the Honourable Coordinating Minister, Chair of the MOC.

* ₦32.9 Billion disbursement approved by the end of October 2025 under the new guideline.

* Launch of an end to end digital platform for the NEMTC within two weeks.

* New public interest and conflict of interest protocols to enhance governance transparency.

* Institutionalization of Data Quality Assessments (DQAs) to ensure report accuracy.

* Strengthened state engagement and submission of beneficiary data with NINs by December 2025.

Key Resolutions from the 12th MOC Meeting include:

* Digital Transformation: NEMTC to initiate an end-to-end digital platform within two (2) weeks to enhance emergency response efficiency and reporting.

* Claims Accountability: SSHIAs to establish mechanisms for tracking claims processing within two (2) weeks and report progress at the next MOC meeting.

* Bottleneck Resolution: NCDC and states to identify and document implementation bottlenecks. The Coordinating Minister will engage respective Governors to address these challenges.

* Beneficiary Data Integrity: States to submit the list of beneficiaries and their National Identification Numbers (NIN) to NHIA by the end of December 2025.

* Public Health Reporting: DHSS to collaborate with CMDs to ensure timely reporting of disease outbreaks through public health systems, with NCDC providing technical support.

* Governance and Accountability: Development of Public Interest and Conflict of Interest Protocols to guide Committee expansion and governance; inclusion of a Private Sector Representative on the Committee; and institutionalization of Data Quality Assessments (DQAs) for accurate data reporting.

The Federal Ministry of Health and Social Welfare, under the leadership of Prof. Mohammed Ali Pate, reaffirmed its commitment to strengthening Nigeria’s health systems, expanding access to quality care, and achieving Universal Health Coverage through sustained reforms and partnership-driven implementation.
