Following the conclusion of the March 23rd 2019 Governorship Election in Kaduna state, the Gubernatorial candidate of the Social Democratic Party, SDP, Mal. Haruna Sa'eed Kajuru has called on the Governor elect to as a matter of importance, look into issues raised in his Congratulatory letter which is for the common good of the people of Kaduna state.
Sa'eed, in his letter, prayed that the Governor becomes more effective and less controversial in his second term in office.

Your Excellency,
MY WISH
I wish, in the first place, to once again, congratulate you on the declaration in your favor at the polls. I hope you will use your second term more effectively and less controversial.
I find it necessary to write this letter to you purely as a contribution, hoping that you will find something positive in it. It is by no means an assessment of your government, or a way of securing political gain nor to set the citizenship on a path of agitating nuisance. I came to the conclusion to do it when I was made to understand that a certain person in my village held an opinion that voting you will let them have as much as I could give them. It will therefore, be my pleasure to see this happening.
My thought had been, and will always be, to render service to the people of Kaduna State, giving them hope and trust for and in their future.
I do not intend to make it a lengthy one nor vague or a source of controversy, as some tradition have shown. It will not, also, be a complete coverage of my intended program. It will only cover a little I would have quickly put in motion had I been successful at the polls.
* Security
We have suffered and still suffer the consequences of insecurity in the state. The ethnic/religious/communal conflicts in the state are by far above those of any other state in the Federation. We also rate higher in kidnappings, and the picture as regards banditry, is not good either.
The consequences of these, aside the human and material losses, are countless but include agricultural, commercial, educational, cultural, religious and much more. One may wonder why I would include culture and religion on the list of losses. People must have forgotten their culture and lost their faith to have acted in any way barbaric.
Although I am not unaware of the Peace Commission here, your personal involvement seems to out-shadow its existence as opposed to being supportive. I suggest that a program of action, designed on a case by case basis with full participation of all concerns, be put in place to tackle the ethnic/religious/communal issues. Talking tough has not addressed any of them. Kajuru is an example. People need to engage themselves in peace building. We are losing more lives, material and time. People are being internally displaced and economically dependent.
Kidnappings can be solved through Weapons Recovery Program, pursuing every single case with seriousness (not just the case involving a foreign national), compelling mobile carriers to create support outlets, in addition to the use of Global Positioning System and air surveillance and renaissance. The Fulanis deep in bush also need infrastructure and education. They may be thinking that what they do is perhaps a way of taking their own share from those who take from government.
The fight against banditry must be sustained and not just reactive.
On a long run, we can introduce a course in our schools on people, culture and religion that will essentially look at the state.
* Infrastructure
The poor state of our infrastructure is not to be outlined here. Some maintenance work seemed to have come up in days preparatory to elections in Kaduna. I hope this will be maintained.
In all my campaigns, I made only two promises, the first to be fair and the second to Kauru people. Kauru and many communities on that axis deserve to be linked to Kaduna Abuja express way through Gefe, Kallah, Rimau, Kasuwan Magani, Kajuru and Tantatu. This promise was not made out of the challenge being faced by the Kauru people due to the state of uncompleted construction work on the road from Pambeguwa to Kauru, but more on the promise for greater tomorrow that it will come in support of commerce, agriculture, tourism, and security.
It will be important to also sort out the issue of the Dam/Bridge along Anchau-Yadi road, rehabilitate Kafanchan-Kwoi; Gidan Waya-Jagindi-Barde; Fadan Kamanton – Yangan – Kabam – Sakwant – Gidan Maga roads. The demolition of Kasuwar Magani Market needs revisiting and reconstruction taking cognizance of the peculiarity of market being a weekly one. The village people and their neighbors are drifting further apart and suffering from economic woes.
Urbanization project on roads are desired in all the Local Government headquarters. The town of Fadan Kagoma is a good example of both quality and coverage.
There is the need to work with the Governors of Niger, Kwara, Kebbi, Sokoto, Zamfara and Katsina in getting the Federal Government to dualize the Ilorin-Jebba-Kwantagora-Birnin Gwari- Kaduna road; and with the Governors of Kano, Plateau and Bauchi for the rehabilitation of the Maraban Jos-Saminaka-Jos roads. The involvement of the Union of Road Transport Workers and Owners is also desirable, even as your connection with the President can move mountains. The rehabilitation of the Kwanan Dangora- Tudun Wadan Dankade- Falgore - Unguwan Bawa- Samaru Kataf can also be pursued. The two States of Kano and Kaduna have done well in Presidential polls to merit this little attention which will help in saving lives and crime reduction.
These are just a few. However, there is the need, when it comes to execution, to ensure geographical, political, economic considerations that will appeal to equity.
* Health
Due to poverty, poor state of roads, ignorance and more, I suggest the creation of mobile Clinics to operate free from the three zones moving deep into the rural areas. This will go a long way in reducing maternal and child mortality and in providing life saving operations to the less privileged.
* Education
Before we are able to raise the level of standard of our School Leavers who proceed to Junior Secondary Schools, as an interim measure, I suggest the creation of a one-year remedial program. We need to also have certain courses that the state can excel in, based on national and international demand, thus preparing our young children for local and international employments.
Bursary and any form of support to our deserving students should be accorded the needed attention. Quite a number have dropped out of school due to financial problems.
Agriculture
The need to lean more weight on the crops and produce that the state has advantages and the provision of support though the value chains, including markets, local and international is critical. Local governments can support here, as well. Timely engagement and disbursement of farm inputs to farmers is critical in loan support repayment.
There used to be a dam at Matari in Soba local government that rehabilitating it would mean a lot for a good coverage area.
Revenue and Cash Management
Always ensure that for every tax introduced, collectivity probability is high and not just because it exists elsewhere. It must never be in conflict with other superior legislations. Because every loan must be repaid no matter how long, the people need to be carried along, not just in the traditional assessment of capacity, purpose, cost, value and timing. It will therefore, be rational in deciding expenditure, to think of traditional sources of funding so as not to carry huge and embarrassing liabilities that make service providers to shun the state and also negatively affect our credit rating.
In conclusion, I would like to make a point that the decision to write now, a time before your swearing in for a second term, is to afford inclusion of any suggestions here as you prepare for your “Next Level” program of action.
