NITDA Rolls Out Sovereign Cloud Rules to Lock Down Nigeria's Digital Future

The Federal Government has taken a major step towards strengthening Nigeria's digital independence with the unveiling of the National Sovereignty Cloud Initiative (NSCI) Regulatory Instruments, a framework designed to secure the country's data, deepen local cloud infrastructure and position Nigeria as Africa's leading digital hub.

The National Information Technology Development Agency (NITDA), which coordinates the initiative, formally launched the regulatory instruments in Abuja, describing them as a game changer for Nigeria's digital economy and a critical foundation for future technological growth.

The package comprises the National Computing Guideline, National Cloud Technical Guideline, National Digital Infrastructure Assurance Framework, and the National Cloud Investment Strategy—all aimed at creating a trusted, secure and investment-friendly cloud ecosystem.

Speaking at the unveiling, NITDA Director-General, Kashifu Inuwa Abdullahi, said the initiative would provide the regulatory certainty and technical standards needed to safeguard Nigeria's digital sovereignty while unlocking fresh opportunities for innovation, investment and economic growth.

According to him, the country must move beyond merely serving its domestic market to becoming the digital gateway for West and Central Africa through the development of robust digital infrastructure.

"We should position ourselves not to serve Nigeria alone, but to serve West and Central Africa. Nigeria is already the digital gateway to West Africa and can extend to every part of Africa. But we can only realise that goal when we build our infrastructure. Today's event marks the first step in that direction," Abdullahi said.

He applauded members of the NSCI Technical Working Group and other stakeholders for developing the regulatory instruments, stressing that close collaboration among regulators would be essential to ensure seamless implementation.

Also speaking, the Permanent Secretary, Federal Ministry of Communications, Innovation and Digital Economy, Engr. Nadungu Gagare, described the initiative as a strong demonstration of the Federal Government's determination to protect Nigeria's digital assets and data sovereignty.

He said keeping government data within Nigeria's jurisdiction would strengthen regulatory compliance, stimulate local cloud capacity, create jobs and empower indigenous technology firms to build secure, home-grown digital solutions.

Gagare also praised NITDA, the technical working group and industry stakeholders for driving the initiative, assuring that the ministry would work with all Ministries, Departments and Agencies (MDAs) to ensure full implementation of the framework.

The Central Bank of Nigeria (CBN) also threw its weight behind the initiative, describing collaboration among regulators as essential to building a resilient digital economy.

Represented by the Director of Payment System Supervision, Dr. Rakiya Opemi Yusuf, CBN Governor Dr. Olayemi Cardoso said the apex bank's responsibility for regulating the financial system complements NITDA's mandate on digital infrastructure, cloud governance and assurance.

He noted that the partnership would help protect Nigeria's financial system while positioning the country as Africa's trusted destination for digital finance and cloud innovation.

Cardoso added that the CBN would continue to provide clear regulatory guidance and engage stakeholders to support the country's digital transformation agenda.

On his part, Managing Director and Chief Executive Officer of Galaxy Backbone Limited, Prof. Ibrahim Adeyanju, described the launch as timely, particularly following the CBN's recent directive requiring banks and financial institutions to localise their data.

He expressed confidence that the initiative would accelerate investments in local cloud infrastructure, nurture indigenous talent and generate employment, drawing parallels with the transformative impact of telecom sector deregulation.

As part of the implementation strategy, NITDA announced that it would constitute the Sovereign Cloud Governance Committee (SovGov) within the next two weeks.

The committee, which will include representatives from government institutions, sector regulators, industry and the private sector, will oversee implementation of the initiative, with NITDA serving as its secretariat.

The unveiling marks another significant milestone in Nigeria's drive to build a secure, resilient and globally competitive digital ecosystem anchored on locally controlled cloud infrastructure and data sovereignty.
