Petroleum Ministry Goes Digital with ECM System GO LIVE Launch.

The Ministry of Petroleum Resources on Wednesday, formally launched its Enterprise Content Management (ECM) System "GO LIVE" which is time framed to commence across all ministries, departments and agencies by January 2026, signalling the transition from paper-based processes to digital platform aimed at improving efficiency, transparency, and service delivery across the Oil and Gas sector.

Speaking at the launch in Abuja on Wednesday, 24th December, 2025, the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, OON, mni, described the ECM System as a timely and strategic reform for a Ministry that plays a central role in Nigeria’s economic stability and energy security. She noted that the system will simplify workflows, secure official records, and support faster, better-informed decision-making across the Ministry.

Mrs. Walson-Jack explained that the ECM System, deployed on the Federal Government’s 1Gov Cloud platform, enables electronic approvals, automated workflows, and seamless collaboration with other Ministries, Departments, and Agencies.

She added that the initiative aligns with the Federal Government’s directive for full digitalisation of public service processes by December 31, 2025, and supports the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, for an efficient and accountable public service.

Mrs. Walson-Jack pointed out that paper - based processing within the Ministry of Petroleum Resources should progressively give way to disciplined digital practice with official correspondence routed through: registry.ops@petroleumresources.gov.ng , registry.ohmspro@petroleumresources.gov.ng (HMS Oil) and registry.ohmsprg@petroleumresources.gov.ng (HMS Gas).

Also speaking, the Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, Ph.D, said the launch was fundamental to strengthening government institutions. 

He commended the Head of the Civil Service of the Federation for her bold drive to digitalise government transactions in a seamless and transparent manner, adding that the initiative aligns Nigeria with global best practices.

Earlier in her welcome address, the Permanent Secretary, Ministry of Petroleum Resources, Mrs. Patience N. Oyekunle, described the ECM System "GO LIVE" as a major milestone in the Ministry’s reform journey. 

She thanked the Head of the Civil Service of the Federation for her leadership and acknowledged the support of the Honourable Minister of State for Petroleum Resources (Oil) and the Honourable Minister of State for Petroleum Resources (Gas) towards ensuring the system’s timely deployment.

In a message delivered on behalf of Galaxy Backbone Limited, Mr. Akintayo Ayodele Bamisaye said the "GO LIVE" marked only the beginning of a long digital transformation journey. He stressed that beyond technology deployment, the success of the programme depends largely on the commitment and mindset of users.

The highlights of the ceremony were the formal launch of the Enterprise Content Management (ECM) system by the Head of the Civil Service of the Federation and the demonstration of 1Gov ECM by the Consultant and ICT Team.

With the ECMS now operational, the Ministry is expected to strengthen accountability, preserve institutional memory, and improve coordination, reinforcing its commitment to modern and efficient service delivery in Nigeria’s Oil and Gas sector.
