Livestock Ministry Creates SERVICOM Unit, Rolls Out Service Charter

The Federal Ministry of Livestock Development has announced plans to establish a Ministerial SERVICOM Unit and develop a Service Charter as part of efforts to strengthen accountability, transparency and efficient service delivery across its operations.

Permanent Secretary of the Ministry, Dr. Chinyere Ijeoma Akujobi, disclosed this on Tuesday in Abuja while receiving a delegation from SERVICOM led by its Acting National Coordinator, Mrs. Helen Lawal.

Akujobi said the Ministry was committed to delivering measurable results and ensuring that public services meet citizens' expectations. She stressed the need for effective monitoring and evaluation mechanisms to track performance across Ministries, Departments and Agencies (MDAs).

According to her, public institutions must embrace a culture of accountability, with rewards for outstanding performance and sanctions for underperformance.

"We are performance-driven and target-oriented. There should be incentives for those doing well and consequences for those who are not performing. Accountability remains critical to effective public service delivery," she said.

The Permanent Secretary also pledged sustained support for SERVICOM activities, revealing that the Ministry would create a dedicated budget line from 2027 to fund the operations of the SERVICOM Unit.

Earlier, the Director of Reform Coordination and Service Improvement, Eto-Abasi Okokon, said the Ministry, despite being one of Nigeria's newest government institutions, had recorded notable achievements in service delivery under the leadership of the Minister of Livestock Development, Idi Mukhtar Maiha, and the Permanent Secretary.

Speaking during the visit, Acting National Coordinator of SERVICOM, Mrs. Helen Lawal, commended the Ministry for embracing reforms aimed at institutionalising quality service delivery in line with Federal Government objectives.

She outlined areas of collaboration between SERVICOM and the Ministry, including the establishment of a Ministerial SERVICOM Unit and Committee, staff sensitisation, capacity building, customer satisfaction surveys, complaints management and periodic performance reviews.

Lawal noted that the proposed Service Charter would serve as a key accountability framework by clearly stating the Ministry's services, standards and timelines, enabling citizens to assess and demand better service delivery.

She urged the Ministry's management to sustain its support through adequate staffing, regular training and stakeholder engagement to ensure the success of the initiative.

In his remarks, the Director of Planning, Research and Statistics, Mr. Stephen Ohaeri, thanked the SERVICOM delegation and assured them of the Ministry's commitment to implementing recommendations aimed at improving customer satisfaction and public service delivery.
