As part of activities of the Study Tour commemorating the 2025 International Civil Service Week in Nigeria, the Heads of Civil Service of the 36 states and FCT convened at Federal Ministry of Communications, Innovation and Digital Economy (FMCIDE) for presentation on Implementation of the Electronic Content Management (ECM) system geared at engendering best practices in service reforms and enhanced productivity.
A statement issued and signed by Eunice Akro, Deputy Director, Information and Public Relations of the Federal Ministry of Communications, Innovation and Digital Economy, reveals that "the presentation demonstrated by the Information Communication Technology (ICT) Department, FMCIDE in collaboration with technical partners held at the Conference Room of the Permanent Secretary (PS), Federal Secretariat Complex, Phase 1, Abuja as part of the Study Tour experience given the visiting team in the 2025 Civil Service Week".
The statement noted that the presentation was also for purpose of acquainting team on rubrics involved in deploying exposure to use of digital and data driven systems via the ECM to attain optimal service delivery.
Permanent Secretary, Federal Ministry of Communication, Innovation and Digital Economy, Rafiu Adeladan in his address, revealed that the event provided opportunity to showcase compliance of FMCIDE to directives of the Office of the Head of Civil Service of the Federation (OHCSF) which mandated digitalization and digitization of official files and records across Ministries, Departments and Agencies (MDA's).
Adeladan stated further that, "Our digitization journey commenced early 2016 with focused effort led by ICT Department to digitize policy files in the Registry."

The Permanent Secretary of the Ministry pointed out that; "Recognizing the limitations of a basic Electronic Document Management System (EDMS), the FMCIDE transitioned to ECM system, a more robust platform capable of supporting end-to-end Electronic file management and work flow automation."
He charged the ICT team to showcase the Ministry's Implementation status to further share insights into the experiences for benefit of the guests.
Following an enriching presentation alongside an interactive session with participants, Dr. Deborah Odoh, PS, Service Policies and Strategies Office of the OHCSF who represented the Head of Civil Service of the Federation, Mrs. Esther Didi Walson-Jack, expressed appreciation to PS, FMCIDE and his team for the enlightenment on ECM procedures to the Study Tour team.
PS, Career Management Office, OHCSF, Fatima Mahmood, PS, Service Welfare Office, Patience Oyekunle, PS Political and Economic Affairs Office, Office of the Secretary to the Government of the Federation (OSGF), Engr. Nadungu Gagare were amongst other dignitaries present at the event.
